To exclude oracle_maintained users in 11g:

select username from dba_users

where username NOT IN (select name from system.logstdby$skip_support)

order by 1;

To list oracle_maintained users in 11g:

select username from dba_users

where username IN (select name from system.logstdby$skip_support)

order by 1;
